The Program Analyst III provides administrative and operational support to the program team within ASA(FM&C) on a short-term surge basis. Works collaboratively as part of a small team supporting audit readiness, risk management, and compliance initiatives. Develops Standard Operating Procedures (SOPs), process documentation, workflow maps, and program deliverables to ensure efficient program execution during this 6-9 month engagement with potential for extension. This position will be onsite in the Arlington, VA area.

ESSENTIAL REQUIREMENTS
Active Secret clearance and U.S. Citizenship
Lean Six Sigma Green Belt or higher certification strongly preferred
Advanced proficiency in MS Office 365, Visio (process mapping), and SharePoint (documentation management)
Strong operational skills including process analysis, SOP development, technical writing, and workflow documentation
Experience with federal government operations, compliance requirements, and process improvement methodologies (Lean, Six Sigma)
Excellent interpersonal and administrative coordination skills with ability to support senior team members and stakeholders
Strong organizational and administrative skills with ability to manage multiple priorities and mobilize quickly for surge support
Onsite work at Pentagon and/or Arlington, VA required
KEY DUTIES AND RESPONSIBILITIES
Essential Duties and responsibilities include the following. Other duties may be assigned.
Provide administrative and operational support to the program team including scheduling, meeting coordination, and stakeholder communications
Support development and maintenance of program deliverables including project plans, IMS, Risk Registers, Issue Logs, Decision Logs, and status reports
Assist with preparation of meeting minutes, leadership briefings, executive summaries, and presentation materials
Conduct process analysis to identify inefficiencies and improvement opportunities; perform gap analysis and develop corrective action plans
Develop workflow documentation, process maps using Visio, and visual representations of complex workflows
Create comprehensive Standard Operating Procedures (SOPs) aligned with federal guidelines and best practices
Support process integration during program implementation; monitor and refine workflows to ensure efficiency and compliance
Document business requirements and stakeholder expectations; develop process metrics and KPIs for continuous improvement
Coordinate with stakeholders to validate processes and gather feedback; facilitate alignment sessions as needed
Maintain SharePoint-based SOP libraries, process documentation repositories, and ensure version control; document lessons learned
EDUCATION AND EXPERIENCE
Bachelor's degree in Business Administration, Operations Management, Industrial Engineering, Systems Engineering, or related field required; OR Associate's degree plus 2 years additional relevant experience and a minimum of five to seven (5-7) years operations analysis, process improvement, or business process management experience; three (3+) years developing SOPs and process documentation. Experience in federal government or DoD business operations environment required. Experience supporting audit readiness, risk management, or compliance programs preferred; advanced Visio and technical writing skills required.
