SUMMARY

The Quality Manager leads and maintains the Contractor’s Quality Management Program, developing and administering operational and technical quality assurance (QA) processes in accordance with the Statement of Work (SOW) and approved program documentation. This role ensures work products comply with contract requirements, approved plans, and applicable standards. The manager shall provide independent quality oversight, reporting, compliance recommendations, and supports safety objectives by verifying quality controls, procedures, and work practices that align with approved safety requirements. Additionally, the manager shall identify and communicate quality conditions that may introduce safety risk, in coordination with the Program Manager and Government stakeholders.

ESSENTIAL REQUIREMENTS

Ability to secure a TS/SCI DoD security clearance

ASQ Certified Quality Auditor (CQA), Certified Quality Engineer (CQE), or ISO 9001 Lead Auditor certification PLUS demonstrated government contract QA experience, preferred.

OSHA 10-hour or OSHA 30-Hour, preferred.  

CMQ/OE (ASQ), BICSI RCDD or related structured cabling certification, AVIXA CTS or equivalent audiovisual certification or relevant networking or systems certification, preferred.

Demonstrated ability to analyze technical data, apply statistical inference and sampling methodologies, interpret complex Government regulations and technical documentation, and prepare formal compliance reports for Government stakeholders.

KEY DUTIES AND RESPONSIBILITIES

Essential Duties and responsibilities include the following.  Other duties may be assigned.

Quality Program Leadership and Governance

  • Lead and maintain the Contractor’s Quality Assurance (QA) strategy and Quality Assurance Plan in support of Government tasking.
  • Serve as the primary quality authority for the contract, providing independent oversight of quality execution activities.
  • Administer the internal audit program to verify compliance with contract requirements and the approved Quality Management System (QMS).
  • Steward the Nonconformance Report (NCR) and Corrective Action Request (CAR) processes in accordance with the approved QMS.
  • Consolidate, analyze, and report quality performance metrics to Government stakeholders.
  • Provide quality compliance recommendations in support of Government acceptance decisions.

Oversight of Quality Representatives

  • Provide functional oversight and guidance to Quality Representatives across Infrastructure (INFRA), Audiovisual (AV), Desktop Deployment (DD), Network (NET), and domains.
  • Ensure inspections and testing activities are executed within assigned technical domains.
  • Ensure objective quality evidence is collected and documented in accordance with contract requirements and Government instructions.
  • Maintain and enforce discipline-specific inspection and verification checklists.

Inspection, Verification, and Testing Oversight General Verification Approach

  • Ensure quality is verified through inspections, measurements, and repeatable testing methodologies.
  • Confirm work is evaluated against contract requirements and applicable industry standards, with contract requirements taking precedence.

Defect Management and Corrective Action

  • Adjust inspection rigor in accordance with ANSI/ASQ Z1.4 sampling principles when repeated or systemic defects are identified.
  • Ensure retesting is conducted and documented with objective evidence before and after corrective action.
  • Maintain records that include timestamps, location data, and technician attribution.
  • Track corrective actions to closure in coordination with responsible functional leads, maintaining QA oversight.

Calibration and Equipment Control

  • Ensure calibration certificates are tracked and maintained for quality-critical tools and equipment, including cable certifiers, OLTS and OTDR equipment, torque tools, and acoustic meters.
  • Enforce quarantine of out-of-calibration equipment until recertification is completed.

Evidence and Records Management

  • Oversee the collection and secure storage of objective quality evidence within a controlled digital repository.
  • Build, manage and maintain objective metrics for all quality management processes and programs for government directed reporting
  • Ensure quality evidence is accessible to Government stakeholders upon request.
  • Maintain repository integrity through access controls, checksum validation, and compliance with contract record retention requirements.
  • Ensure evidence includes certification tool exports, OTDR trace files, configuration backups, and photographic documentation as applicable.
  • Retain quality records in accordance with contract-specified retention requirements.

EDUCATION AND EXPERIENCE

High school diploma related military experience, trade/industrial school graduate or GED equivalent and 10 years professional experience related to the field.

The estimated pay range for this role is $115K to $125K, with the final offer contingent on location, skillset, and experience.
