The Army Computer Hardware Enterprise Software and Solutions (CHESS) office in coordination with the Army Contracting Command – Rock Island (ACC-RI) awarded Information Technology Enterprise Solutions - 3 Services (ITES-3S), a $12.1 billion Multiple Award Indefinite Delivery/Indefinite Quantity (MA ID/IQ) contract vehicle, September 25, 2018. The Army Contracting Command received 187 bids for the ITES-3S contract vehicle and awarded 135 contracts, consisting of 85 small businesses and 50 large businesses. The period of performance for this effort is five years, plus four one-year options for a total of nine years of performance if the options are exercised.
The ITES-3S contracts will provide enterprise-level services for the Army, as well as other defense and civilian agencies. The CHESS Product Office is excited about this culmination of several years of effort between the Army and industry. As the Army’s trusted network, hardware and software providers, CHESS supports the Total Army and serves as a committed teammate. The ITES-3S contract includes a full range of services and solutions necessary for the Army to satisfy its support of Army Enterprise infostructure and infrastructure goals with IT services throughout CONUS and OCOUNS locations, including warzone areas. The scope includes the Command, Control Communications, Computers, and Information Management (C4IM) requirements as defined in Army Regulations 25-1 (AR-25-1). Additionally, ITES-3S includes the services and solutions necessary for the Army and other services to transition from current service-centric information environments to the enterprise Joint Information Environment (JIE) as directed by the DoD Chief Information Officer (CIO). The IT services solutions are categorized in the following task areas: Cybersecurity Services, IT Services, Business Process Reengineering, Enterprise Design, Integration, and Consolidation, Network/Systems Operation and Maintenance, Telecommunications/Systems Operation and Maintenance, IT Supply Chain Management, IT Education & Training. SEAPORT NEXT GENERATION (SeaPort NxG) is the Navy Virtual SYSCOM Commanders' (NAVAIR, NAVFAC, NAVSEA, NAVSUP, NAVWAR, and ONR) as well as Military Sealift Command (MSC) and the United States Marine Corps (USMC) integrated approach to contracting for Professional Support Services (PSS). SeaPort NxG’s electronic procurement of Technical, Engineering, and other professional services represent a key strategy to meeting the Department of Navy (DON) contracting needs. SeaPort NxG preapproves a large & diverse community of contractors through a process called Rolling Admissions. Once approved, contractors bid on work, individually or in teaming arrangements. Simply stated, SeaPort NxG provides an efficient and effective means of contracting for professional support services and enhancing small business participation. The Navy conducts Rolling Admissions to allow new industry partners the opportunity to participate. - OLM - Order-Level Materials - OLMs are supplies and/or services acquired in direct support of an individual task or delivery order placed against a Federal Supply Schedule (FSS) program contract or BPA. OLM pricing is not established at the FSS contract, but at the order level. Since OLMs are identified and acquired at the order or BPA level, the ordering contracting officer (OCO) is responsible for making a fair and reasonable price determination for all OLMs using FAR 15.404 techniques for commercial price determinations. Using this procedure, ancillary supplies and services that are unknown at the time of the Schedule contract award may be included and priced at the order level or BPA level.
