The Federal Emergency Management Agency (FEMA) Office of the Chief Information Officer (OCIO) plays a critical role in ensuring mission-critical IT systems remain operational during some of the nation’s most complex and unpredictable events. In support of FEMA’s Fiscal Years 2020–2024 IT Strategic and Implementation Plans, Chickasaw Federal partnered with OCIO to advance three strategic priorities: strengthening workforce capabilities, protecting the enterprise through enhanced cybersecurity, and simplifying processes and policies across the agency. Our efforts focused on embedding structured project management and risk-informed decision-making into FEMA’s IT governance framework.

Our Approach

Chickasaw Federal implemented closed-loop project management principles integrated with comprehensive risk management practices to improve oversight, transparency, and accountability across FEMA’s IT portfolio. Our team:

  • Identified enterprise risks through stakeholder surveys and analysis of economic trends
  • Codified threats and opportunities into process maps to guide project execution
  • Integrated risk evaluation into acquisition planning and lifecycle management
  • Conducted recurring performance check-ins to proactively address impediments
  • Followed projects through the full program lifecycle to ensure continuity and value realization

By embedding structured risk checks and governance controls into daily operations, FEMA strengthened its ability to balance operational continuity, fiscal responsibility, and cybersecurity readiness.

Accomplishments

Chickasaw Federal’s process improvements enabled FEMA OCIO to better manage both risk and value across its IT portfolio. The introduction of closed-loop governance increased visibility into project performance while improving responsiveness to emerging threats. These enhancements were particularly critical given FEMA’s requirement to maintain above-industry uptime standards during disaster response operations.
